Explaination of the document itself
This document was written entirely by Zero in the span of a few hours. It is by no means as lengthy or complete as the Alkarian constitution also found here, but it serves its purpose. And as a living document, it need not be massive--issues can quickly be resolved by means of town hall meetings and whatnot. Contained within are the basics of the government, inalienable rights and freedoms, and the ten basic laws, including methods to strike and pass laws.
IC availibility of the document
The actual document is currently sealed away in the Vault of the Ganelon adventurer's guild. Thanks to Leigh Stroh, curator of the history wing of town hall, it was able to reach there before Dalmar took the forest and thus was able to survive the blast that destroyed the town in the time following. Unfortunately, as a result, it is no longer accessible to the general public.
The Document
This document, penned on Saturday the Twenty Second in the year Fifty Two, is henceforth the official rule of the Independent Republic of Ganelon, as signed into law by the first mayor, Alejandro Hopkins. Just as Lord Arolas Kanosek declared the independence of Ganelon, mayor Alejandro Hopkins declares the independence of all citizens of Ganelon by the signing of this document by means of a government run by the people, for the people. This government shall consist of:
1.) One elected mayor to organize federal affairs, consisting of but not limited to the expansion of government and related programs, organization of meetings, regulation of laws, and annexing land, who shall be chosen every two years by means of votes cast by the citizenry
2.) An established peacekeeping force, to protect and uphold justice as according to the laws of the Independent Republic of Ganelon, who would be appointed by a chief peacekeeper, who in turn would be appointed by the current elected mayor.
3.) An established court system, to give fair trials to those accused of crimes, which shall be ran by a tribunal of the current elected mayor, the current appointed chief peacekeeper and the head of the most prominent government sponsored organization.
4.) One town hall meeting, at which citizens may speak in an organized manner regarding concerns they have for the current state of the republic, which shall be held no less than once weekly and called no more than thus unless considered necessary, as would be dictated by a state of emergency
And the citizenry of Ganelon shall be granted basic freedoms, to which all living beings are entitled. All men are created equal, and thus shall be treated as such. The five inalienable freedoms are:
1.) Freedom of Speech
2.) Freedom of the Press
3.) Freedom of Peaceful Assembly
4.) Freedom of Petition
5.) Freedom of Religion
The three inalienable rights are:
1.) Right to Life
2.) Right to Liberty
3.) Right to the Pursuit of Happiness
Still, with the gift of such freedom comes great responsibility. As we believe in the establishment of these inalienable freedoms, rights, and the things they stand for, we must establish a system of law. These laws will be enforced by the work of the peacekeeping force, and punishment for violations shall be carried out by means of a fair and fast trial in the courts system. The laws as established upon the creation of this document are as follows:
1.) No person shall put themself in a position to violate, impede or encroach upon the rights and freedoms of others as established by this document. Thus, no man shall kill another, nor shall he enslave another, nor shall he place censorship upon any person or group, nor attempt to block peaceful assembly, nor prevent petition, nor force the observation of any religion on another. All other unlawful violations are subject to punishment as well.
2.) No person shall impede the enforcement of law outside of their guaranteed freedoms and rights; it is illegal to attack an officer of the law, or to aide an arrested suspect in escaping from trial and/or imprisonment. All other unlawful violations are subject to punishment as well.
3.) No officer of the law shall invade anyone's home without orders from the acting mayor or chief peacekeeper, or without probable cause to do so. Likewise, an officer may not confiscate any property of any individual without either of the afforementioned conditions.
4.) No person placed on trial for a crime shall be victim of improper judicial bias--in any situation where such bias is probable to exist, an outside group of educated peers would be called in to listen in on the case and vote at the trial's end to decide the verdict.
5.) No citizen of the Independent Republic of Ganelon shall pledge allegiance to another government, nor shall they commit any acts of treason against their government, whether motivated by an outside force or otherwise.
6.) Should any government official be deemed ineffective in their post, a movement can be formed through a town hall meeting, and can be carried out if a two thirds majority of attending citizens vote in favor of the motion. A committee of eight respected citizens would be called together to form a judicial panel, and the remaining government officials would preside as judges over the case. In the event that all three heads are under review as ineffectual, the judicial panel would select a ninth person to preside as judge.
7.) Any law deemed as ineffective may be motioned for review during a town hall meeting. If a two thirds majority agrees that the law is out of order, it will be taken before the courts for review. Should it be officially deemed as ineffectual, the acting mayor will strike it from the record, or shall modify it according to the people's request.
8.) Any law that is desired to be passed may be motioned for review during a town hall meting. If a two thirds majority agrees that the law should be made such, it will be taken before the courts for review. Should it be officially deemed as a just idea, the acting mayor will write it into these documents, or shall modify existing law to include the proposed changes.
9.) Should the mayor pass on while in office, the people will be called to an emergency town hall meeting, at which it will be voted upon whether they wish to enstate the current chief peacekeeper or the current most powerful government sponsored organization's head as the next mayor. Following this decision, the new mayor may appoint a person of his choice to take the vacant position left behind.
10.) If at any point in the future, a government official attempts to crumble the government established by these documents, or change any aspect without consulting the people, or furthermore move to unlawfully abolish the state of the Independent Republic of Ganelon, the people are given the right to overthrow the corrupt party and hold elections to appoint new leaders.
